Quantitative Welfare Expansion and Systemic Retrenchment: An Evaluation of Welfare Policy in the MB Administration

Abstract

|
The main purpose of this paper is to evaluate welfare efforts administered by the MB Administration. This paper borrowed Pierson¡¯s(1994) retrenchment framework for the analysis, including size and structure of the social expenditure, the programmatic retrenchment, and the systemic retrenchment. According to the findings, there seems to be ¨ç limited increase of social expenditure and ¨è quantitative expansion and qualitative restructuring of the welfare programs. Finally ¨é absolutely systematic retrenchment, policy changes that may increase the prospect for future cutbacks, such as weakening the government¡¯s revenue base(defunding) and undermining the position of pro-welfare state interest groups was also existed. The MB Administration restricts the government¡¯s capability to launch an all-out on attack old and new social risks by conditioning the future direction of welfare changes. Therefore, these constrains could be a huge political liability no matter what party will come into power in the future.
